days): You've done some exciting work on your reference_impl branch related to 
rate limiting.  If I recall the approach is a thread-local access to a 
thread-pool per request that is used pervasively.  I love the idea!  Can you 
please share information about that here?  I suspect that work could be 
extracted from the big reference_impl branch.
