I first asked "was this done already", and your answer did not answer that 
question and did not clearly communicate your intent. I'll try to remember for 
next time that written communication can be lacking and unclear, so better ask 
follow-up questions like "Are you proposing to not do any changes?" and wait 
for response, or even better, reach out on slack?

Anyway, it is alreay out there both in 8.4 and 8.5 without any disclaimers, but 
perhaps so few people started using it that there is still time to communicate 
such a "experimental" disclaimer in 8.6, or 8.5.1?

Why not? Sure, we don't have an official concept of "GA" as such, but there is 
nothing stopping us from tagging and documenting features as "preview" / "beta" 
/ "unstable" / "experimental" or what you like. It is an industy best practice 
to clearly establish expectations with users and I think we can do better here 
as a project. Users who don't want bleeding edge will probably stay away from 
such features until they mature more. We can then perfectly well make a JIRA to 
graduate this feature, stating in release notes "The packages feature is now no 
longer 'experimental'. Early adopters need to change X and Y..."
