[~ctargett] the existence of help/ files is verified in a gradle check --
you've moved them under dev-docs and gradle build no longer passes. Can we
leave it at top level? While these files are "dev-docs" they are also
self-contained and helpful if available right there at the top-level of the
checkout. If we bury them under a pile of other dev-docs I'm afraid nobody will
care?
