I've updated the PR and I think it is ready now. The design doc has details on
usage of the CLI (Package Manager CLI section). Would appreciate a review,
please.

notions by itself.
I've removed the notion of "update" command. The setup commands should now
display a prompt before they are executed. I see no reason to ship this package
manager without support for easy deployment of the packages into users'
collections, hence I strongly feel this should be released in the first
iteration of the feature.
