Rename the Arrow FetchContent dependency from `VendoredArrow` to `Arrow` and update its source and build directory references. Remove the redundant `NAMES Arrow` lookup argument. Validation: pre-commit, `git diff --check`, and CMake configure with bundled Arrow and encryption enabled passed.
