Review Comment:
This doesn't seem correct. The delete files are already wrapped when passed
into this class. At a minimum, `positionAndEqualityDeletes` don't need to be
re-wrapped. And merged DVs should already be constructed with the right
`dataSequenceNumber` because that's an internal rewrite.
