can the Flink trigger multiple checkpoints after the `finish()` call? I
guess this still works, as we just want to avoid double flush for checkpoint
N+1 (assuming lastCheckpointId is N). Checkpoint N+2 can continue to go through
the normal flush process. I assume finish is only called once.
