Finish is called on operator shutdown, but operators can continue to
checkpoint even after they are finished. This is also described here:
https://nightlies.apache.org/flink/flink-docs-master/docs/dev/datastream/fault-tolerance/checkpointing/#checkpointing-with-parts-of-the-graph-finished,
but you are correct that we could also flush here before finish() gets called.
