# Rationale for this change
Following all steps in the contributing docs leads to error. Running `make
install-poetry` should be done before the environment is activated. I'm also
proposing to remove `install-poetry` from `make install` because it should be
run outside of the environment while `install-dependencies` should be run
inside of it.
