Review Comment:
   I do agree about there being an issue where the job fails during the drop, 
or concurrent operations happen after the drop. I think things get pretty 
confusing there.
   
   I wanted to really just swap out the metadata.json path in the catalog with 
this command and not go through the normal table machinery.
