Review Comment:
   > I think the behavior should be identical to the registerTable without 
overwrite. The file that is being passed is the file that should be used for 
registration. 
   
   That makes sense. We probably just need to be careful with the table UUID
   * with delete then register, the old table is deleted. register is like the 
old way (without overwrite).
   * if we can achieve the simple atomic swap (without the normal table 
machinery), we just need to validate the UUIDs are the same in the old and new 
metadata file
