   ah yes, you're right. sorry for the confusion. I was thinking of something 
else. 
   Using `netloc`, we're essentially mapping S3 bucket to its region. And this 
is fine because each bucket should belong to a specific region; perhaps we can 
cache this. 
   This makes sense to me!
