Community IT has used Reps to help with their (similar) screening. What we did was create a set of criteria that if met the request can be automatically approved. If that set of criteria isn't met then the request is sent higher up. Here's an example - https://bugzilla.mozilla.org/show_bug.cgi?id=826686
If the planet team could come up with a criteria like this, then volunteers can help out easily enough. In the example I didn't comment on what criteria I was approving the request, but that should be standard for oversight. You can also see the flags we use.
