If you want to serve it as 1 layer, image mosaic is the way to go:

Having one layer with lots of files will be pretty slow on global
zoomlevels.
You can solve this in the following ways:
- Creating a tilecache and serve the orthophoto's as WMS-C
- Use an image pyramd:

- Create your own pyramid of layers, put them in a layer group and use
MaxScaleDenominator, RasterSymbolizer and Opacity in the connected SLD to
force rendering
of the desired layer on the desired zoomlevel
