Except when it doesn't ;).

PMS doesn't cover collision-protect at all. It's purely portage
feature, and at the time I played with twisted portage still complained
before pkg_preinst().

That's where you convince Zac to accept my patch that applies
COLLISION_IGNORE only to unowned files.
