In general, you shouldn’t remove anyone from the PPMC unless they request it. A top level project can’t remove PMC members at all at; only the board can do that. What is stranger here is you’ve only removed one inactive PPMC member and kept the other inactive PPMC members in the roster. I can’t find any discussion on your mailing list about deciding what to do here, only a single VOTE. Can you see what would look odd to someone outside your project? Ideally, I would have expected that the PMC composition be discussed in your mailing list, and people asked if they wanted to continue to be a part of the project. There would be no reason to remove anyone from the PPMC just that the proposed PMC list be a subset of the current PPMC. I would expect documented reasons for including anyone who was inactive.
