Great idea. Keep in mind that the binary NOTICE file in Drill is generated automatically by the build code in the source distribution so any PR should be against that mechanism rather than the final result. This is analogous to requesting that patches be made to the source rather than the binary. For the purposes here, the NOTICE and LICENSE file can be considered the product of the source code.
