I have this idea to templatize the whole ball of wax of launching a podling,
but it may not be practical.

There, I might suggest, are two blobs of effort involved. Blob a does not
require iclas, and blob b does.

Blob a is mailing lists, svn, jira, confluence. Some people won't have
access to use the some if it initially, but that's harmless.

Blob b is accounts and karma.

Could INFRA cope with exactly two tickets, or do the disparate skills needed
to perform the different tasks preclude this? Or could the infrabot-ish
technology be extended to take a template and excrete the necessary
individual JIRAs?
