The PMCs[1] have legal obligations towards the foundation, and has nothing to do with collaboration, technical know-how, code re-use and so on. If these things are a goal, it probably so that PMCs are not the tool to achieve that, and the discussion should be focusing on the tools of collaboration. For instance; I still find it odd that there is "one place" of collaboration for a project. IMHO, JPA/JDO/Hibernate are barely DB related any more than they are XML related.
