Agree. That would also allow for a lot lower bar at the start of podlings without flooding ASF with inactive committers. However, it may be hard to quantify an "exclusion", and we may see people making commits just for the sake of "passing" which may not be "merit".

This is why I think it's a PPMC judgement. If at the time of graduation we think that the PPMC can become the PMC of a top level project (or join an existing PMC), then it's something they can take care of.

If we agree there is an issue here, we should just ensure that it's an aspect the PPMC has to consider on their way out.
