Don't think so. A regression is something that used to work and not it doesn't. You only have to give the version where it worked and the version where it started failing. That bug is not marked as a regression probably because no relevant maintainer has looked at it. Whether the relevant maintainers missed it or they don't have time to deal with it, that I ignore.
