Your current policy seems to massively impede contributions.How? (BTW, I am not the one who sets these policies and discussing them with me makes little sense)
I think people are mainly worried with checking out Clang, making it to build (install Cmake, C++11-friendly compiler, etc.), then making testsuites to run (install Python, etc.) on their particular platform, etc.
(BTW I totally agree that forcing all patches to go through compiler-rt greatly simplifies maintenance of libsanitizer.)
