Yes, and the other little fact that Copyright does not *technically* apply to the government from what I remember. Technically the US government can use as many copies of MS-Windows it wants without paying Microsoft any money, but all divisions of the government have Policies against this. I don't remember what, read all of the Windows license for example some time, it has specific wording for government use.
