Unlike RTL, which is _required_ for program, (external) exepacker,
librarian, archiver, etc. are applied to executable, are not required and
may be omited. I suggest, distributing packed executable is question of
distributing two unrelated things - program itself and unpacker/stub.

I think, using exepacker and or archiver _on_ (or joining unpacker
_with_) program is not linkage _into_ program.
