The hacky bit is that the client sees a fountainOfYouth message, extracts the 
number of migrants, and calls showEmigrationPanel repeatedly to make a choice.
As long as Europe.getRecruitable() continues to work, and that the client 
Europe is correctly updated, I reckon underlying representation can change 
without fuss.
