What do you mean by application framework? You can launch every app from Application menu, just like from the gnome panel. There are also taskbar (taskbar or ibox) and launcher (ibar) modules for e. The only (important?) thing that gnome-panel can do and e can't, is the notification area, but if you really need it, you can use trayer or something else.
