rox appearing or not based on userid running it is a problem with rox.

but besides that e17's policy on "desktop apps" (not normal apps that open
normal windows but ones that play with the "desktop" like panels, filemanagers
that try take over the desktop and display icons, expose-hacks, etc.) is that
they are just not supported and if they work at all - you are lucky. :)
