I'll take care of rebasing this patch.
This patch basically removes the use of "default" locale in UI. We populate
locale drop-down with supported locales (excluding "default"), and if current
locale doesn't match any of supported locales, we just select the first
supported locale as default. This prevents WebAdmin enforcing English
("default") locale when he requests unsupported locale.
Suggestion: remove "default" locale from "gwt.locale" property; as "default" is
useful code-wise as the localization fallback.
