Patch Set 3: Greg is still to add the code that sets that. the ha score come to reflect the score of the host calculated by the HA agent, and it takes into consideration stuff like gateway access, different load on the host and more (don't know all the information gathered here). It will change when different things happen on the host. On one hand it is not that rare, but on the other hand it will change here and there.
