My thinking here is that from an out-of-bound process (either administrative or 
via RADIUS Framed-MTU) the authentication server can send back a value for the 
peer to use.

Also any intermediate hops between the authenticator and authentication server 
could lower for example the value of the Framed-MTU attribute for consideration 
by the authentication server.
