I have sent a PR that introduces an optional Fragment-MTU TLV that may be sent 
by the peers to allow some level of negotiation to be able to lower the MTU 
below 1280.

My thinking here is that from an out-of-bound process (either administrative or 
via RADIUS Framed-MTU) the authentication server can send back a value for the 
peer to use.

Also any intermediate hops between the authenticator and authentication server 
could lower for example the value of the Framed-MTU attribute for consideration 
by the authentication server.
