These changes (not sure if the cvs I got has all of them, got r200_state.c version 1.16) change lighting considerably in NWN. However, it's still not correct, it is too dark now.
I've uploaded a new picture (especially weird is IMHO the highlighted door which is now completely black):

How it should look like:

and how it looked before these changes:

As an aside, I just noticed that this screenshot shows the "red polygon" bug that people have noticed in the Juggler Viewperf test. The red seems to be gone, so I wonder if the Viewperf test is also "fixed."
Unfortunately, no this is not fixed. This is what I refered to as "flickering textures" (probably not the accurate term, as it doesn't seem to be related really with textures) - it is not present in this screenshot, but that seems to be pure coincidence, it's still very present in the game, though in the area with the screenshot I no longer seem to get red flashes, only blue, green, yellow and brown ones...
Viewperf 7.1 3dsmax-02 still has the same red polys in juggler (and other weird colors in some of the other subtests).

Some other screenshot highlighting this (almost the same shot as before, just rotated the scene by about half a degree or so):
