I consider RFCs 9904 and 9905 ("DNSSEC Cryptographic Algorithm Recommendation
Update Process" and "Deprecating the Use of SHA-1 in DNSSEC Signature
Algorithms") to be pretty significant changes to DNSSEC operations, and thus a
good reason to get this updated BCP in front of readers.
