I happen to think that much of your analysis is wrong, but here's a key
question:
If we do nothing about this RFC, which is what we've been doing for the
past 25 years, exactly what bad things will happen?
I think my concern is reasonable that if we do change it, people will
misinterpret "historic" as something has changed about us Locality
Administrators and will imagine that the 3LDs I've been running for 30
years might go away. At least one person in this discussion has said as
much.

PS: Fun fact: a friend of mine just applied to be the locality
administrator for his town in Massachusetts. We'll see what happens.
