Sure, what you say in the above paragraph is true but see below.

What I and Shumon were talking about was merging
draft-huque-dnsop-private-metatypes, not draft-arends-dnsop-delext,
into draft-eastlake-dnsop-rfc6895bis-iana. The private-metatypes draft
just provides for a small range of private use Q and Meta-RR code
points.
