I think it's because all the people who know how to do this, just leave :-)

We've seen how incompetent most authoritatian are at actually disconnecting
themselves.  I think someone even proposed to write a BCOP on disconnecting,
back when Egypt and Tunisia broke things elesewhere when they tried to kill
their BGP.
