I've two PR's the logic being the first is fixing the bigger problem with
the regexes for javascript import/export statements.

The second PR 19561, linked in the last comment is fixing an important
but smaller problem of url's in the comments of css files, it is also a
bigger change. Introducing more new code. Though it does use the same
basic approach.
If it would be better to make one PR let me know.
