I still wanted to comment on your PR, but got entangled in many other details. I don't think it should use Rik icons, but somehow GTK icons (default would be little used Tango). But it should be automatic.
I also had the thought the other day it would be nice if it were possible to set different GNUstep icon theme in NSGlobalDomain.plist so one could try out different sets of icons without having to fork a theme each time.
I think that the GTK theme should pickup the GTK theme. How do you plan to provide N possible icon themes with that preference? Like icon sub-themes for a theme? I see this complicated. Or provide different "builds" for the same theme? Either the Theme carries inside it a couple of icon sets or it is capable of picking up the current gtk-theme
