I do not believe it is necessary to be able to contribute without
creating a GitHub account, since the vast majority of free software
projects are hosted on GitHub. Additionally, all the GitHub features
necessary to contribute to GNUstep can be done using the standard `git`
client, via the API (including by using the `gh` CLI tool), or by using
the GitHub website with JavaScript turned off. Only creating an account
requires running nonfree JavaScript to complete the capatcha.
If someone is serious about contributing to free software in general, it
is likely necessary for them to create a GitHub account. I may be
willing to complete the capatcha for contributors who sincerely do not
want to run nonfree JavaScript.

As a gnu project there is expectation that a user can contribute
without using proprietary software. This includes not creating a
github account. It would be nice if source for that page was mirrored
on savannah (which, too, provides a feature to host static web sites).
