The only way I've been able to change the root webapp is to set it in server.xml, a la Tomcat 4, which you have suggested against. Creating a new xml file under conf/Catalina/localhost most certainly does NOT work. That is most definitely a defect in the build, not something which requires help from a userlist, but a fix.
