Yeah, as one of the people on the list, I can say for myself that the
directions on the site have always been clear enough. However, I think it
was assumed that requesting commit access via xircles was better (from an
administrative POV) than a "Hey, can I be a committer, too?" on the dev
list.

I originally requested commit privs because I had some free time to
contribute in knocking down some outstanding JIRAs relating to plugins I
was using most and waiting for patches to be applied was sometimes not much
fun.  I hope to have time to get involved a bit more in the future so
please do what you think is best in regards to my request.
