Right now, yes, the thinking is that only one Application will be active on
screen at a time, with it's client leader window sized to the screen
dimensions.  Note that this does not mean it is "fullscreen" (as in
_NET_WM_STATE(ATOM) = _NET_WM_STATE_FULLSCREEN ) but rather maximized.  We
do have a special behavior/experience planned for when apps do go
"fullscreen", such as when watch videos or a photo slideshow for example.

There will still be conditions when windows could be not fullscreen though,
such as if an app raises a dialog box to get input or present a message, or
if there is an incoming event, such as a phone call, or IM message, etc...

We are dropping core dependence on Hildon, yes.  Moreover, we're dropping
all traditional "desktop" based user models/interactions.  There won't be a
Gnome, Hildon, KDE or any other flavor of desktop!  Window Management will
use compiz and compiz-fusion, a basic set of plugins from these two projects
as well as some new ones we are developing to effect the desired user
experience and app behavior.  For more on the new user experience goals,

One other piece of info that may be interesting to folks, if you plan to
develop apps for Moblin2, is that we're be moving to clutter and box2d based
applications to take advantage of cool 2D/3D animation and physical behavior
models in apps.  Traditional GTK apps should still run, just no look as
clean and integrated with the native Moblin application experience.
