Near the bottom of that page is a link that says: "Change columns". I'd like to suggest that every time there is a state change in a request, a comment should be added, documenting the state change. One should be able to tell when the last state change occurred by simply starting at the bottom of the bug and working up until that comment is found. I'd also like to suggest that, for each of the bugs that is now in "information incomplete" state, a comment should be added stating exactly what information is missing. I think more than a few of the CAs whose requests are in that state don't realize that the request is in that state, and don't know what they should be doing to move it along.
