Nikki asked for suggestions for how to review code, so here's my first
attempt at writing down a general suggested workflow for reviewing Servo
code:

Please discuss/debate/make changes! I've tried to keep it high-level,
rather than focus on specific lists of stuff to watch out for in the
script crate (for example). Hopefully this should serve as a useful tool
for guiding new reviewers in their duties, and ensure that all reviewers
are working from the same playbook.
