The potential costs to the first two include:
 - making it confusing which link you would be navigating to. It can
be tricky to differentiate "you will go to X" and "your browser will
ping Y". Exposing them both at the same time in limited link-overlay
space is also hard, particularly since there can be multiple ping
URLs.
 - making it confusing which page is currently loading vs. being
pinged. Our existing page loading status indicators are kind of a
mess, simplifying them is a goal. This would complicate them.

As Anne suggests, this is an area ripe for experimentation from
add-ons. I would like to explore this problem more, but I don't think
it's a blocker for shipping <a ping>.
