It's not clear whether this is a proposal for all tests to be in
mozilla-central/tests or whether it is proposing to still have dom/tests
and netwerk/tests etc.
But I object rather strongly to moving all the tests into a single
toplevel directory. I believe that tests should be strongly owned by the
module owners of the code that they are testing, and having the tests be
in the same code module and directories is an important part of that
ownership.
