The plan, as I understand it, is to look at the uses of CFLAGS et al and figure out what users are really trying to do with them instead of blindly porting them over. This is why moz.build has NO_VISIBILITY_FLAGS instead of saying VISIBILITY_FLAGS = None, e.g.
