Just updated to 25.04 Plucky Puffin, and this bug is still present and
hits me every day several times.  I am a machine learning professional
working with a laptop with HighDPI screen playing at 200% that goes on
and off a dock with a large monitor playing at 100%.  It also shows
every time I connect to a presentation screen to present to the public
or class.  People notice, and I have to say things like: This is Ubuntu
Linux, yeah, it's a bit clunky, they have this bug for 4 years now and
nobody cares.

I am telling this story, to convey that this is not a thing that nobody
cares about, but a pretty normal use case where this shows every time
one switches between displays.

  Issue description:
  When the gnome-initial-setup launched, if user changes the scale 200 -> 400 
or 100 -> 200.
  There is some garbage on the edge of the window.

  The issue is not seen if we login in wayland session.
