Title:
speech-dispatcher-openjtalk depends on openjtalk which is not
  available in i386

Status in speech-dispatcher package in Ubuntu:
  Fix Released

Bug description:
  speech-dispatcher-openjtalk depends on open-jtalk.

Ubuntu builds speech-dispatcher for i386 but does not build open-jtalk
for i386, so the dependency cannot be satisfied.

This issue is preventing speech-dispatcher from being eligible to
  migrate out of plucky-proposed.
