Here's a debdiff that removes i386 from Architectures.
Building the openjtalk plugin requires no additional build-dependencies, and 
the build system does not expose a way to disable its build.
At the same time, dh_missing doesn't seem to complain despite compat mode 13...?

Bug description:
  speech-dispatcher-openjtalk depends on open-jtalk.

  Ubuntu builds speech-dispatcher for i386 but does not build open-jtalk
  for i386, so the dependency cannot be satisfied.
